Born in Neuchâtel on June 20, 1862, Eugène BOREL (1862-1955) was a graduate of the University of Geneva Law School (lic. iur. 1886). After a PhD in law, he became the Attorney General for the Canton of Neuchâtel and then returned to Geneva to become a professor of Public Law at the University. He was selected by the Federal Council to be part of the Swiss delegation attending the second Peace Conference in The Hague. From then on, he devoted a great part of his activities to international law. He was professor of international law at the University from 1915 to 1929, and professor at the Graduate Institute of International Studies. |

In 1920, he was appointed arbitrator in the courts established by the peace treaties of 1919. In this context, he chaired the English-German and Japanese-German Arbitration Courts. He also had the task of allocating the debts of the former Ottoman Empire among its successor States. From 1929 to 1939, he was appointed permanent member of The Hague Arbitration Court. Eugène BOREL was also for numerous years a member and president of the Criminal High Court of Geneva. |
